A video circulating online claims to show Prime Minister Narendra Modi announcing a special government scheme to celebrate the NDA’s overwhelming victory in the recently concluded Bihar polls, under which school students can receive an electric cycle for free.

Fact
A keyword search using terms such as “PM Modi,” “e-cycle,” and “Bihar polls” did not return any credible reports of such an announcement. Neither the Prime Minister’s verified social media accounts nor any official government websites mention a scheme offering free e-cycles to students.
A reverse image search of keyframes from the viral clip led to a YouTube video on the official channel of the BJP, showing PM Modi launching the PM-KISAN scheme and other initiatives in Gorakhpur, Uttar Pradesh, livestreamed on February 24, 2019.

The visuals match the attire and background seen in the viral video. However, the footage is from 2019, long before the recent Bihar poll results, and does not feature any announcement regarding free electric cycles for students.
Closer analysis of the viral video also revealed that PM Modi’s lip movements do not sync with the audio, indicating manipulation.
To verify the audio, multiple deepfake detection tools were used:
- Hiya Deepfake Voice Detector flagged several audio segments as “likely deepfake.”
- Resemble.ai categorised the voice as “fake.”
- Four out of six detectors of Deepfake-o-meter assessed the audio as 100% likely AI-generated.

Additionally, the voice-over urges viewers to share the reel with five users and follow a specific account, a common tactic used in spam and engagement-bait content.
